Annual Meeting for Residents August 25, 2008 The following minutes are compliments of Addie Corbett, Past Secretary The 2008 Annual Meeting of the Hoene Springs Improvement Association was held on August 25th 2008 at the Elks Hall in Eureka. There were 51 properties represented with approximately 83 people in attendance. Dinner began at 6 pm. Don Melvin gave the invocation. At 7:05 the meeting was called to order by the president, Carla Cordes. She thanked the Committee who set up and planned the dinner, decorations, etc. The firemen were thanked for their community service of the past year. The guest speaker, Cara Dunham, was introduced. She made a presentation on recycling. Ms Dunham, known as “the Trash Cop”, goes to schools, organizational meetings, etc, to explain the impact of recycling on our planet and our community. She works from $395,000 in grant money used for educating the public. She had many handouts and a wealth of knowledge on where different materials could be taken for recycling and whether or not a fee was involved. She spoke and answered questions for about 20 minutes and then stayed to the end of the meeting so she was available to answer more questions. New residents to our subdivision were then asked to come forward and be introduced to the community. 3 out of 4 new families were there. The (abridged) minutes from the 2007 Annual Meeting were read by the secretary, Addie Corbett. They were approved as read with no corrections or additions. Don Melvin, Treasurer, gave the annual accounting of our finances for the year ending June 30, 2008. All Monies $143,910.00 Assessments 42,631.50 Outstanding 7,427.00 Total Rec’d 45,525.00 Expenses 19,864.00 Report was accepted as presented. Motion by John Redel. Second by Susan Tuggle. Committee Reports followed. Welcome Wagon. Alice Schwing, Chair. Visited with 3 of the 4 new residents. She would like to organize a group of residents that she could call on to help other residents on an as needed basis – driving to doctor visits, grocery shopping, yard work, etc. Some of these could be paid jobs, some volunteer. Special Events. Shelley Schmidt. Not present. She has to resign this position. A replacement needed. She organized 2 children’s parties – Easter and Halloween. The Bonfire, for adults, follows the Halloween Party. Annual Meeting preparation. Carole Miller, chair. Makes decorations for the Annual Meeting Hall, organizes the dinner. Carole presented the resigning treasurer with a calculator and his wife with a plant. She also gave plants to Carla and Addie as a thank you for the past year. Website. Judy Camp. All new information and completely updated. We will be posting meeting minutes here for the residents convenience. Also included, photos of events, etc. Traffic up 20% over last year. Directories. Patty Kistler, chair, with Alice Schwing, Carole Miller, Sue Hewitt, Joy Leiker, Judy Knapp and Shelley Schmidt. New directories are ready and available to all residents. They will be mailed to those not in attendance. Roads. Steve Leiker, Chair. Steve reported on the road clean-ups and the number of residents who participated. Snow removal and cost of that and renewal of the contract with Doug Stallman for mowing and trimming in the park. Danny Tuggle was introduced next. He presented the plan for road maintainance and what we plan on doing this year. He explained how we reached our decision. We will be redoing the roads in 3 phases that will be on-going forever. Phase One: This fall (2008) Repair all roads - $20,000 Repave lower Hoene - $120,000. Save as much money as possible from assessments. Phase Two: Repave Central Corridor (Lakeview, etc) Phase Three: Forest Dr, etc By 2015, if all goes as planned, we should have all new roads. Then we can chip and seal and start the process over again. This will ensure that the roads will always be in good repair and that our assessments should always be enough to do the work. Danny answered a few questions and then proposed a 10% increase in our assessments for 2008-2009. It passed unanimously. New amounts: $250.61 and $54.96 for unimproved lots. Ed Bachmann was introduced. He made a presentation on trash hauling after spending a lot of time researching this matter. Waste Management seems to be the company best able to meet our needs with the greatest number of services available. Their only demand is that we have 50% of the residents participating. By using one company only, we can reduce the repairs to our roads significantly and save us on the cost of trash hauling. Papers are being sent out to all who were not present at the meeting. The issue of 4 wheelers and other recreational vehicles being driven on our streets was discussed. We need to post signs on our property to discourage this. The park is being destroyed with deep ruts being made by these vehicles. Please stop your children if they are participating. Signs should be posted in the park and the trees should be trimmed so it is easier to see these riders. Election of officers was next. Elected were the following: Pres. Pat Lesch VP Patty Kistler Treas Addie Corbett Secty Lisa Mott ( New resident – volunteered) Gordon Dombrowski won $80 in the 50-50 which he donated to the Firemen’s Charity. We adjourned at 9:02pm.
